California’s Employment Development Department (EDD) is pleased to announce that it is recruiting for a new senior level Language Access Officer (LAO), who will be responsible for leading the agency’s multilingual access services.  To apply, please complete the required job packet by February 3, 2022

With new dedicated state funding, EDD is creating a language access unit directed by the LAO to expand multilingual services across all the Department’s services and programs.  The mission of the new unit is to provide quality translation and interpreter services to the Department’s limited or non-English speaking customers in order for them to have equal access to services and benefits that the Department oversees. Under the administrative direction of the Equal Employment Opportunity (EEO) Officer and the support of the Department’s senior leadership, the LAO is responsible for establishing, monitoring, and overseeing the Department language access services and efforts.  

The LAO will have broad leadership responsibilities over EDD’s multilingual access services, which will include: 

  • Developing and implementing policies and procedures to ensure equal access to the Department’s services and programs, including the Unemployment Insurance, Disability Insurance and Paid Family Leave programs.
  • Conducting research and monitoring to determine the Department’s accessibility needs to comply with federal and state laws, and develop and implement plans to address those language access needs, including the Department’s new language access services required by AB 138 and its Language Access Plan.
  • Exercising supervision over the performance of the new language access unit’s professional, technical, and administrative staff and over the provision of third-party vendor translation and interpreter services.   
  • Leading the Department’s community engagement activities with linguistically marginalized communities to solicit their feedback and best practices, and effectively promote the Department’s programs with targeted communities.  
  • Leading the creation and implementation of a Multilingual Access Advisory Board comprised of community stakeholders, and oversee and administer a new $2 million CBO grant program to fund multilingual outreach and education activities.
  • Providing technical assistance and develop Department staff trainings and other educational activities administered by the multilingual access unit to expand culturally appropriate interpretive and translation services and projects across the Department.
  • Developing reports to the Legislature on the status of the Department’s multilingual access services and other activities responding to legislative inquiries and assisting in the Department’s communications and public engagement activities.
